Position Summary
RSI is recruiting for a Subcontract Technical Representative who will represent the contract administrator on all matters technically related to a subcontractor’s performance. They are responsible for ensuring that statements and scopes of work accurately reflect the needs of the project and for ensuring that a subcontractor is meeting those requirements, technically, in the performance of the work. They are responsible for coordinating efforts between the subcontractor and the project, and for managing the development and tracking of change orders on behalf of the contract administrators. They are the subcontractors first point of contact when technical work issues arise. The remote STR will be assigned multiple projects across the complex than can easily be supported from a remote location. The field dedicated STR will be assigned to a field location to support large projects that are expected to last more than 60 days and that may require a daily presence on-site.

Hiring Range: $55,000 – $65,000/yr. (The anticipated starting salary is based on the minimum posted requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)
Essential Duties and Responsibilities
- Provide support to the Subcontract Technical Representation functional SME/Lead in the maintenance of statement of work and requirements document templates.
- Represent the contract administrator on all matters technically related to a subcontractor’s performance, including, but not limited to submittal management, change management, negotiation support, field work procedural compliance, etc.
- Functions as a member of a project team to assist with the development of complete and compliant requisition packages.
- Assist Contract Administrators in the development of solicitation package documents, as requested to include collaboration with functional group representatives for development of compliant statements of work, scopes of work, or work requirements documents.
- Monitors the flow of work for procurement of commodities and/or materials and report progress, if requested
- Works with project teams to control communication between LMS and subcontractors
- Supports subcontract or purchase order closeout actions upon completion of subcontractor performance.
- Responsible for facilitating weekly status meetings and discussions.
- Other duties as assigned.
Required Education and Years of Relevant Experience
- Bachelor’s degree in business or related field. Experience in lieu of education will be considered.
- 5 years of relevant experience
Required Skills and Abilities
- Demonstrated ability to understand subcontract policies and procedures and how these are flowed down from the prime contract to subcontractors and lower-tier subcontractors.
- Demonstrated ability to understand government regulations affecting subcontractor performance and subcontract management or equivalent knowledge related to private sector subcontracts.
- Effective written and oral communication skills.
- Experience working with confidential, proprietary, or sensitive information.
- Experience supporting technical field oversight for subcontractors, in support of procurement functions.
- Demonstrated ability to interpret and understand basic technical performance requirements in a technical work environment.
- Demonstrated ability to oversee and support multiple projects, simultaneously.
- Experienced facilitating meetings, both formal and informal, using an established agenda or format.

Essential Physical Requirements
